To secure and strengthen partnerships that support the set-up and operations of Early Childhood Care and Education Hubs in marginalised communities.

Utilise the Early Childhood Development Centre of Excellence as the Early Childhood Care and Education Hubs to support and mentor ECD owners to obtain Early Childhood Development Centre registration with DBE.

Empower and mentor caregivers with children younger than 3 to provide play-based early stimulation.
